From October to March is really the time. The weather is cool. It feels very pleasant. When it is summer it can get pretty warm. I think early morning is a time to see the birds and the animals. The evening is also very good for taking walks. However when it is monsoon season the paths can get really muddy. That is not so good, for walking.
